So if it's illegal to be drunk in public, meaning inside a bar, shouldn't we just pass a law of a two-drink maximum?

the guy who was busted drinking in a bar in the hotel he was staying at who then lost his job because of it. That's what shocks me. It's 100% ridiculous.
